First-time adult passport applicants must apply in person using Form DS-11. The application cannot be submitted by mail.

1. Steps Process

  • Complete Form DS-11 - Fill out the form online at the State Department website or pick up a paper copy at an acceptance facility. Print it out but DO NOT sign it until instructed by the acceptance ...
  • Gather required documents (see below).
  • Find a passport acceptance facility - Use the State Department's online locator or check USPS locations. Some require appointments.
  • Appear in person - Bring all documents to your appointment.
  • Pay fees - Two separate payments required (application fee + acceptance/execution fee).
  • Wait for processing - Your passport will arrive by mail.

2. Documents Needed

  • Completed Form DS-11 (unsigned until at the facility)
  • Proof of U.S. citizenship - One of the following:
  • U.S. birth certificate (certified copy with registrar's seal)
  • Previous U.S. passport (undamaged)
  • Consular Report of Birth Abroad (Form FS-240)
  • Certificate of Naturalization
  • Certificate of Citizenship
  • Proof of identity - One of the following:
  • Valid driver's license
  • Government or military ID

3. Fees (2026)

  • Expedited processing Add $60 to application fee
  • 1-2 day delivery Add $22.05
  • Do NOT combine fees into one payment — the application fee goes to the Department of State; the acceptance fee goes to the facility

4. Where To Apply

  • U.S. Post Offices (many USPS locations accept passport applications)
  • County clerk offices
  • Public libraries (select locations)
  • Other designated acceptance facilities
  • Use the State Department's facility finder: travel.state.gov

5. Important Notes

  • First-time applicants CANNOT renew by mail — you must apply in person
  • Allow extra time during peak travel season (January-June)
  • Passport books are valid for 10 years for adults (age 16+)
  • You can track your application status online at travel.state.gov
  • Some facilities require appointments; check before visiting
